 I saw that the requirments changed for the latios & latias quest on the wiki page (which only required me to be hoenn champ and have all seen data just for gen 3) and went to complete it; After i did the steps of finding both latias and latios and getting their respected seen data in my dex the wiki page said i would get an eon ticket from mom in the littleroot house after i made my choice of latios or latias, but i never got the choice to pick either one. 

 So I was wondering if its a bug or if i missed a requirment for this quest.

Check your dex for all mon from gen3 (except for legendary), if there's one that lack the pokeball symbol at bottom right, that's the one you're lacking.

but the req says seen data, and i proved that theory by catching jirachi before hand

Changed to 'caught data'.

As @Mingrenpro has stated, the requirements for the Latias and Latios quest (Eon Duo Quest) have changed to require Generation 3 (Hoenn) caught data rather than seen data. The changes occurred in June 2025 and the changelogs can be found here. 

 

That link also has information on other legendary quest requirement changes and may be helpful to review as you continue your acquisition of legendary Pokemon.
