Just so you know you can't use fly outside of battle. Getting the HM is only for the move and overall is a bit of a waste of money.

 

If you were looking to fast travel you can beat the HM fly quest and then use the subway system inside the Pokecenters.

First of all before i talk , go talk to subway manager at saffron city at train station..Fly Requirments : 50k and Bike, nocturnal feather. Go to Fushcia pokecenter , go left you will find a stop house , to go you need bike to acces , battle npcs go up you will find a house enter it , a man called Yorkie need some helps and he want you to find his brother , 'his brother is at diglett cave, near Boss brock , he will ask u to buy a parcel for 50k , buy it and give it to yorkie , after that he will ask u to get a nocturnal feather can be found from pidgeottos (at morning and night only, not day) after that talk to yorkie he will give you HM 02-Fly , after that go back and talk to the Subway manager , and you will finish quest :Angel: keep in mind u can only use fly for fights not to fly to other citys.
