May I ask your assistance what am I missing regarding the Latios quest? 

 

I have 300 + evos

Hoenn champ

All hoenn dex catch and evo (except legendaries)

 

Would you mind helping me what did I miss out?

I also finished Jirachi quest just to add apologies. Thanks for your kind understanding.

The ticket is not there, it's at the TV in your Little root house. And the NPC in Slateport to reach Southern Island is not that one either.
