What are the conditions to do the cerulean cave quest?

To start and complete the Cerulean Cave Quest you need have a two things complete.

1. Must have Johto Championship (acquired through defeating the Johto Elite 4)
2. Must have 149 Kanto Seen Data to acquire the Dragon Medallion.

I have all 149 Data seen in Kanto and have been to johto region as shown in the picture but still can't do cerulean quest

You start at the police officer in front of Cerulean Cave. What does that NPC tells you?

What does the Security Guard in from of Cerulean Cave say?

 

I also see that, in your screenshot, you are in Dragons Den. Have you acquired the Dragon Medallion?

 

Specifically what portion of the quest are you currently unable to do.
