I did everything i fight captain phantom i talked back to wattson so  now im trying to talk to this bitchh and its what she say and its the same for cresselia i cant start it for legit 0 reason ive full dex of every region 

 

You lack certain seen dex data of gen4 mon(s) (except for legendary), check your gen4 seen dex data again, slowly, those that still appear as a black shadow are those that's missing

ty guys i did it ty a lot and actually i lost against npc during celebi quest and i cant fight him again what can i do pls

Can you elaborate more about the NPC you lose to? From what I see  for Celebi quest, there is Karate Master and Jackson which both of them have a 24 hours cooldown (Karate Master) and 2 hours for Jackson in Mt. Silver to get access to Mt.Silver 3f to get one of the Legendary Beasts seen data (Raikou) and the normal npc in the different ruins of Alph room which have a 7 days cooldown.
