This interaction is appropriate and is not a bug.

 

As @Mingrenpro correctly stated, your Pokemon temporarily loses its flying type when you successfully use the move Roost.

 

Specifically, you lose the flying type until the end of the turn that you used the move.

 

In this battle sequence, your Skarmory used Roost regenerated its health but turned Skarmory into a pure steel type for this turn. Ursaluna followed this with earthquake in the same turn dealing super effective damage.
