Lake trio help

Hi, I've completed 99.9% of the quest,
but when I go back to Rowan/Dawn after retrieving the data, Dawn tells me I don't have enough Sinnoh experience,
even though I meet all the prerequisites (see images).
Does anyone have any idea why? Did I miss something?

You are missing 15 non-legend caught datas of gen4 poke, just like it stated.

But i have caught datas of the first 563 pokemon, the first data i don't have is 564 (tirtouga) 
If I'm missing some data, how do I know which ones?

Check again from 387-479, there should be 15 of them missing the pokeball symbol, which are those you're lacking

Aside from legendary ones, I only have 2 that haven't been captured.

while he told me that 13 are missing
