I'll quote @Jorogumo: There is no consensus within the council on whether the Wish+Teleport combination on Chansey is broken from a PvP standpoint. Therefore, the primary issue at hand is the legality of this combination. This raises a broader question about whether the council, or the community at large, should be voting on the legality of potentially illegal combinations in general, rather than focusing on a single specific case.
