Sandstorm creates a sandstorm on the battlefield that lasts for 5 turns and induces these additional effects:

 

All Pokemon except Rock, Ground and Steel types and those with the Sand Veil, Sand Rush or Sand Force abilities, lose 1⁄16 of their max HP at the end of each turn.

Pokemon with the Sand Veil ability increase their evasion by 20%.

Pokemon with the Sand Rush ability double their speed.

Pokemon with the Sand Force ability increase the power of Rock, Ground and Steel type moves by 30%.

From Generation 4 onward, the Special Defense of Rock-type Pokemon is increased by 50%.

The move Weather Ball changes to Rock type and doubles in power.

The power of SolarBeam decreases by 50%.

The moves Synthesis, Morning Sun and Moonlight recover 1⁄4 of the user's max HP (instead of the usual 1⁄2 HP).

I use it myself on my Tyranitar, I believe it isn't a 40% boost but a 50% boost. As far that I know it does work.
