Manaphy quest (problem with black ship)

I already unlocked eumi island but npc dont let me see manaphy just talk about that,then i go back i already talked with wattson and officer shamac but guards in front of blach ship still doesnt move away and dont let me pass

To better assist, I have a few questions to figure out what part of the quest you are on.

• Have you spoken to the Receptionist at Eumi Island (when trying to enter the theme park) 
• Have you already entered the black ship and defeated Captain Phantom?
• What was the last thing you did related to the quest?

1. yes i talked with her (i can already go in eumi island full in ,her no stoping me)

2.No i didnt ,guards are in front of ship and no letting me pass

3. Talked with  wattson and officer shamac and them vanish

i didnt found this quide before so now i see i need and sinnoh seen data,i think is that

Ah, yes. All non-legendary Sinnoh data is required for the Manaphy and you appear to be missing Drifloon and Skorupi.

 

Once you get this seen data, try to start the quest from the beginning via talking to the receptionist in Eumi Island.

When i got pokes i talked with lizze and all going well no even need to go ship so i do it before
