You need all non-legendary caught data for Sinnoh - not just the seen data. 
Also need to be Sinnoh Champion and have a level 60 or less Pokemon in your Party.

I apologize for the delay in response.

 

As @Caennethi has stated, you need the following pre-requisites to begin the Heatran Quest:

  • Sinnoh Championship
  • All non-legendary caught data Sinnoh (Pokedex number 387-479)
  • Have only one level 60 or less Pokemon in your party

According to our database, you are missing quite a bit of Sinnoh caught data. Once you fulfill the above pre-requisites you should be able to begin the quest.
