As @Caennethi has stated, you need the following pre-requisites to begin the Heatran Quest: Sinnoh Championship All non-legendary caught data Sinnoh (Pokedex number 387-479) Have only one level 60 or less Pokemon in your party According to our database, you are missing quite a bit of Sinnoh caught data. Once you fulfill the above pre-requisites you should be able to begin the quest. To assist you on your journey, a guide to the Heatran Quest can be found here.
