I've read that breeding isn't available in PRO, is it right?

How can I get my eevee to learn Wish? Can I?

breeding will never be available in pro, but you can get your eevee to learn egg moves in cerulean, that way you can learn wish.

i suggest acquiring an egg move service from other players as some provide those service

Not in Cerulean, but in Route 5 just under it, inside a house. There's another house in Johto, in Route 34.

 

You need to already beat Boss Naero inside Cerulean Cave to enter the house, though. If you're still far away from that, then yeah, better try to find someone who already beat Naero and can help teaching your Eevee its Egg Moves. Each of the Egg Move costs 15k, so unless the person is really nice, you might have to pay at least 15k for the service :p
