The Nesepass are bugged.

I'm sorry you having issues with this part of the Diancie Quest. 

 

These Nosepass have the ability Magnet Pull, so when you have a Steel type Pokémon in your party and you appear in the direct line of sight of the Nosepass, they will move towards you. You can use this to manipulate their positions. Once you move out of their line of sight, you can interact with them to change their direction. 

 

If the Nosepass quit following you for some reason, and you are unable to regain their attention, leave and re-enter the area. You should find them still in the same position, and should be able to continue moving them. Logging out resets their positions, so only do so if you are stuck.
