BUT the TV wont let me choose which legendary to catch. After checking your progress, it appears that your Hoenn Pokedex is not fully completed in terms of caught entries. For the Latios & Latias quest, you must have all non-legendary Hoenn Pokemon caught (not just seen) before the TV will allow you to proceed with the selection. Please complete the remaining entries in your Hoenn Pokedex, then try interacting with the TV again. If you continue to experience issues after completing the requirements, feel free to let us know.
