If you own a legendary Pokemon but don't have the data in the dex, you should now get the dex data when you talk to the PC in any of the labs (Oak, Elm, Birch, Rowan). Hope this helps your case now. Also feel free to let a friend know who were facing the same issue. This is just for legendaries though so do keep that in mind.
