They may have updated it, but according to the pokedex you cant find tentacool on route 28

ratatta in the entrance of mt mortar (route 42) is 100%. only pokemon in that area.

Dark cave north (surfing): Goldeen (1 Atk EV)/Seaking(2 Atk EV) and Krabby(1 Atk EV)

As of date Buizel is %100 during the daytime surfing on route 28.

surfing in route 24 is 100% goldeen & krabby, which is nice for attack ev training
