i just got back on from a log break and seen that my dragonair is gone it has it as seen in the pokedex but i had got one at the lake

While you have seen Dragonair, it appears that you have not caught one before. With that being said, can you clarify what lake you are referring to that you acquired Dragonair?

yes its the lake in the safari zone i rember catching it i was rubbing it in the face of someone else trying to catch it and talking smack to him

According to our database, it does not appear that you have caught a Dragonair before on this account. Could you perhaps be remembering this in regards to another account?

Unfortunately, there does not appear to be any instance of a Dragonair on your account besides the seen data. 

 

Moving forward, you can acquire a Dragonair in the following ways:

• Dragonair can be caught via water spawn in Cerulean Cave B1F 
• Evolved from Dratini at level 30. Dratini's caught location can be seen here.
• Purchased from other players.

While this may not be the answer you were hoping for, I hope that the information provided assists you in acquiring a new Dragonair.
