I checked my pokedex multiple times and out of the 151 Kanto Pokemon, I'm only missing Zapdos and Mew. After checking your dex data, it looks like you should meet the requirements. Since the time your post was made, it looks like you've now added Zapdos to the seen dex data. After seeing Zapdos, are you still having this issue?
