I fainted against Fire Elder on Fire Island, got sent back to PC on shamouti island, then I back to Vermilion dock to get learn TM on cinnabar mansion, but before back to vermilion, I fight elm and now Sailor Sam won't give me the Yes/No option even after putting 6 Fire Pokemon back in my party. Access to Shamouti Island for the Legendary Bird quest requires all non-legendary caught data for the Kanto region. According to our database, you are missing the caught data for Marowak.

Can you catch a Marowak or evolve a Cubone and then try to access the island again?

Okay, i already evolve cubone to marowak again and i have access the island, thank you.

But one more bug, i try for battle elder fire again with move flame charges. It should +1 speed right ? But its not. You can view my video.

So, what you are experiencing is actually not a bug. This is a bi-product of Darmanitan's ability Sheer Force. This ability increases the power of moves that have a secondary [beneficial] effect by 30% but removes those effects. In this case, Flame Charge typically provides the user with a speed stat increase of +1 per use (maxing at +6); however, in this case, Flame Charge does not give you the boost but does move damage instead.
