Where do I get the permit to get inside archeology sites(the ladders with Gingery Jones guy) ?

bump, i'm curious to know the reason because i have 5 badges but they still say that i need a permission

theres a house i dont remember where now (I have 4 badges). A man tells u he will give u something intereting when im stronger. the house has a hole and he is at the end of that. I thin he give u the permision things when u are strong enough not sure tho.

There is a house at the north-east corner of Route 114 where the Fossil Maniac lives but when I talk with him he says that I need to be stronger to get a gift from him. I have six badges now but still no reward(some of my friends got it with 3 badges only, I don't know if it's a bug or not)
