Isn't it right that Raikou disappear after first time in Mt. Silver 3F map and it only reappears after starting the 3 johto legendary dogs quest?

Drifloon and lillipup are not in blue server. Edit: Lillipup is from new Daily Daycare Doctor quest

Litleo can learn Dark Pulse by TM, not by a tutoring. As also said on that page if you go to the tutoring section. Is there Dark Pulse TM ingame?
