I cannot go underground for rock smash spots in hoenn. What is this permit they are talking about? Everyone I asked said they could simply pay the money and go down.

You need the permit from Fossil Maniac in Route 114 north-east house, it can be bought after you get 8 badges(it needs to be confirmed, Hoenn Champions can buy it)
