Fact jajaja. Theres no way to this suggestion be implemented xD.

also someone who gets banned would be able to just delete their account and start again.

I picked balbasaur as my starter, then figured there was no deletion. Oh, so stats as starter are random?

They are random as they have ever been in every possible pokemon game.
