Lickitung wont evolve after learning Rollout.

Checked on forums if any other requirements were needed, and couldn't find anything

Assuming this is a bug.

For these kinds of evolutions (e.g. Ancientpower Mamoswine, Double Hit Ambipom, etc), you need to use the move once in battle. Try getting into a random wild battle and using Rollout - you should get an evolution popup screen afterwards.
