Which cities have you visited so far? It's random which 5 Pokemon Centers will work for you, so you'll have to visit them all to check.

The 5th PC can be located at any Pokecenter through Hoenn, make sure to check each of them.

I didnt go on victory road, can be there?

it can be at ever grande, and in my case i had to double run pc to get all, it appears that the "too late" pcs could be rite after i run all pc :Ambivalent:
