Pokemon that are traded from a different game have a faster growth, is this the case here? Theres an NPC somewhere that says something like "Traded pokemon will grow faster but might not obey you unless you have a badge". If so would it be possible to swap ratattas with a friend to get them to lvl 80 faster then give them back?

Doesn't work like that here, unfortunately. The NPC who said that probably needs their dialogue updated.

No, the rates are same for both traded and not-traded Pokemon.
