What have you done before the problem was there?

I have beaten the first 3 Gym Leader in Hoenn and i wanted to go to Route 115 after. The old Guy wont let me pass and i noticed that i only got 2 Badges. The Stone Badge from Roxanna is missing.

 

What have you already tried to solve the problem?

Tried to talk and fight Roxanne but she says: "Seems as if i have been cracked!"

Sorry but you are stupid ? You have the badgs,you don't need to see Roxane before in Rustburo you need to see Mr Stone not Roxane

i already finished the Devon Main quest.

nope,your stone badge is not missing,it's the 1st one,you dont have 3rd badge yet,what you need to do is go back to the 3rd gym and fight

Hi, the 3rd badge is actually the dynamo badge which you get once you've defeated Watson in mauville city.
