in cerulean city there is a man who speaks about the badges, but i dont know why it says that by i have certain badge it ups the attack status, defense status or speed status of my pokemons?? can someone to explain it to me??

 

and the leader vermilion gym, when i win to him, he says that his badge let me fly like a lightning, if in PRO the HM02 is not useful out of battle??

Currently, Fly indeed cannot be used outside of battle.

Hi there the message you got from NPCs is just the orginal game, however in PRO, it was been removed for suitable to MMO type. Sorry for your inconvenience.

Yes, i suggest that npc should be remove or their dialogue changed
