Yes, Johto is the earliest you'll be able to get Ice Punch. You can purchase it from the Safari Johto Snow Zone for 15k. You can also purchase it on Route 42 for 4.5k, but you'll need to use a Rock Climb Pokemon (Venipede, Druddigon, and Ferroseed will all learn this by level up) to reach the tutor.
