I wanted to target Safrron City but can not get the roads there, in Cerulean there are some trees and an official with two growlights not let me pass, as with handles these routes? You aren't meant to go to Saffron for a while in the story. To progress, you first need to get the SS Anne ticket from Bill on Route 25. Then you need to head to Route 5 and take the underground passage to get to Route 6. After that head south to Vermillion City and you will be able to continue the story from there. Good luck!
