The place to level up will depend on the current level of your. I will suggestion level up at cinabar -> seafoam -> victory road for best result if you still in kanto only.

My pokemons is:

Gyarados lvl 59

Jolteon lvl 53

Snorlax lvl 53

Arcanine lvl 52

Kadabra lvl 50

Venusaur lvl 46

Almost all of your Pokemon are above level 50 so Victory Road and Seafoam Island should be the fastest places to level up. Try getting to the end of Victory Road so you are close to the Pokecenter, this way you can heal whenever your Pokemon start to lose a lot of HP.
