Thats a wrong information. Best place to farm xp/money for Kanto E4 is Seafoam. Vic Road is ok too but u have to deal with sturdy pokes. ;)

How about cinnabar mansion?

 

Cinnabar is 33ish poks, seafoam bf4 is lvl 40 pokes.

 

If u need to train smth weak to water u might prefer vic road/cinnabar yeah.
