I am victory road and I used Super repel. But still I am encountering wild Pokemons.

for example: If you have a level 40 in the first slot, you'll ignore level 39 or below.

But i had lvl 88 gastly

Was the Gastly at the first position of your party? And are you sure your Super Repel was active when you were encountering wild Pokemon? Make sure to check your chatbox, as a system message will appear and notify you when you've first used the Repel and when it's run out.

Gastly was in 1st position in party as i remember i was lvlng it up and after some wild battles i went to PC to recover and as soon as i entered victory road i used super repel so tht i can challenge Elite 4 soon. As I took 5 or 6 steps i encountered wild zubat.

Hmm, interesting. Can you try to replicate this again in a video so we can take a closer look? If you don't have video recording software, I'd recommend using OBS to capture your screen.

I have started in johto. I think its gonna take some time as i have to get all badges to enter Kanto again. But if it happens again i will make sure to get a footage of it
