Help Defeating Misty

So I'm having trouble defeating Misty.. I have a lvl 23 Charmeleon, and about 6 other pokemon floating around the lvl 14 range. Are there any sort of attacks that work great against water pokemon / Misty's pokemon in particular??? It's been a WHILE, trying to get back into the swing of things :)

Just catch a Pikachu from Viridian Forest and get it to 20-25 and you should be fine. Naturally a Charmeleon won't beat her. Even get a couple more of your Pokemon around 20.

I think my Pikachu was 23 and one shot her first two Pokemon and two shot Starmie.

Takes a bit of luck but a Charmeleon can beat her. Spam Dragon rage and pray she doesn't use a water attack.

Catch a Bellsprout next to Vermillion City. It will be easy to beat Misty with it.

I have Charmeleon, Mankey and Weepinbell and misty's starmie has bubblebeam, psyshock and icy wind. Starmie basically counters and oneshots my whole team. Whose genius idea was it to give it Icy wind >.<
