You will need pokemon having rock climb to reach to move tutor. Rock climb in PRO at the moment only can obtain through venipede by learn level up, or some pokemon with rock climb by egg move. Hope it can help you.

You need Rock climb to get to him on route 42. There's a patch of wall that's different from the rest and that;s where you climb. (to the far right of route)

Alternatively, you can get Ice punch from Johto safari for 15k instead of 4,5k.
