No. Let me explain.

 

Axe - Serves the same purpose as HM Cut, but it works without having an HM Slave for this particular HM

 

Pickaxe - Serves the same purpose as TM Rock Smash, but it works without having an HM Slave for this particular TM

pickaxe is needed on the sparkling breakables in the excavation sites in Hoenn, but can't be used on Love Island.

Neither can be used before you'd be able to use that skill in game either, I.E until you've got the badge and HM for cut, and the badge for rock smash

The surfing mounts work the same, removing another HM needed on a pkmn
