And also which set should I use? For cleffa I was thinking something like 252 SP at / 252 HP / 4 def Moonblast Fire blast Softboiled Toxic Because this guy has good defenses but not so good SP att I was thinking something like this Sludge Bomb Giga drain/Synthesis Sleep powder Leech Seed 252 HP / 60 Speed / 100 def / 96 SP def The reason of this spread would be to outspeed 31 SPeed adamant Azumarril mainly, and the rest for tanking, what do you think? Also synth or giga drain? since his attack is not that good I'm not sure if its worth to keep giga drain... So if u cant survive a +6 aqua jet you are doomed. additionally venusaur is resisting all stabs of azumarill too. Your Bulbasaur is definitely woth raising due to its awesome defensive IV and nature. Don't run speed EV, pokemon such as max speed adamant Azumarill or Tyranitar will not stay on it (since no Azumarill runs Ice punch as a coverage move), you should invest max HP and defense because of its nature and the fact that PRO metagame is more physically based imo. Sp def EV are not that important because Venusaur will be forced to switch out when facing overused special sweepers such as Gengar, Alakazam, or Starmie anyway, they all run Psychic/Ice beam to defeat it.
