Bike is not mandatory to get all Gym badges. If you can't go through Route 16, look at the world map and go from another way around :)

So in order to do the subway quest/bike path, I must get the bike no matter what? I only have 30000....

Yes, you'll need the bike in your bag in order to access Routes 16 and 17, as part of the subway quest. However, I'd like to stress once again that the bike and the subway quest are not necessary to complete the story, merely for the sake of traveling convenience.

 

Are the purple NPCs you're referring to police officers, by chance? If not, can you provide a screenshot of what you mean? Here's a guide on uploading images within forum posts.
