1. Talk to Eeveelutionists Devan in Vermilion City (Pokemon Club building).

 

 

2. Obtain all Eeveelutions as caught and evolved in your pokedex.

3. Return to Devan for your reward.

How to obtain every eeveelution:

 

Vaporeon - use Water Stone on Eevee

Jolteon - use Thunder Stone on Eevee

Flareon - use Fire Stone on Eevee

 

Espeon - earn experience at max happines lvl (255) during day (7.00-20.00)

Umbreon - earn experience at max happines lvl (255) during night (20.00-7.00)

 

Leafeon - level up Eevee at Petalburg Woods location

Glaceon - level up Eevee at Ice Path location

 

Sylveon - level up Eevee at Love Island location

It needs to be evolution data, not only caught data. So you cannot just catch Umbreon and Sylveon at Safari, you need to evolve Eevee into every single eeveelution by yourself.
