Where can I check for the existence of pokemon in an area !?

Use the search function. At least make an effort.

Abra is extincted in route 24 and route 25,

the link is needed to update.

In the top right of your interface you'll see an arrow you can extend, after extending that panel you can click on the grass icon which will show you any Pokémon that are available in your current area (so long as you have seen them).

In my Dex still appears.

Could it be a temporal spawn error?

still appear, just the % is little better than others rare Pokemon. I only able to meet 2 - 4 abra per hour there.

I meet abra quite often in the grass patches before lt. surge.
