i leveld my charmander in viridian forest to level 15, then fightet ash and skipped lvl 16 and ended up lvl 17 at the end of the fight with an evolve request wich i canceld to learn dragonrage, wich wasnt possible. Charmande would learn dragonrage at lvl 16 but it didnt.

Is there any way i can learn the attack before the first badge, because i need the attack to defeat brock.

I wanna say starter charmander cannot learn dragon rage but I could be wrong.....

why would a starter pokemon not learn an attack wich is listed in the pokedex (at lvl 16)?

Hi there, its happen when you skip level in battle. As dragon rage only learn at level 16, however, you was pass it in battle and jumb from lv15 to lv17. Sadly, staffs cannot do anything, however, you can relearn it at cerulean city by move relearner with cost 2000. Although it happen, however I will suggestion pass this move and go forward to level 25 to learn fire fang move. I know it can be hard at this time as you have limit move to train charmender, the choice is your, sorry for your inconvenience

In addition to what Windypuff's already suggested, you could also pick up TM23 - Dragon-Rage from the Viridian Maze, then use that to teach your Charmander Dragon Rage. It's a bit of a trek, so I'd recommend following this Viridian Maze map in order to ensure you don't get lost.
