bellossom needs more def and spdef.

vileplume needs more spatk and spdef.

So stats would say Vileplume.

A decent moveset would be Sludge Bomb, Giga Drain, Moonlight and Hidden Power/Toxic/Sleep Powder

 

You would get Hidden Power Psychic btw! (edit^^)

I think you may want to learn Moonblast while you don't evolve this Oddish, otherwise you'll may miss a potential good move.

Yeah make sure you learn the moves you want prior to evolving it ^^

Definetely Vileplume for its poison stab and better offensives stats.

 

If you are using it inside a sun team to take advantage of Chlorophyll, run Solarbeam, Sludge bomb, Sleep powder and Moonlight/Giga drain.
