Negative speed nature sucks, but you can try to make it some kind of wall. Evs and moves, imo, depend on what you want it to counter or check

Use a defensive ev spread with 252 HP, 148 Defense and 108 Sp Def. With a negative speed nature, it will fail to outspeed keys threats such as invested Breloom, Bisharp or Dragonite so running speed ev isn't worth considering.

 

As for its moveset, Taunt is mandatory for stallbreaking since it can still outspeed Skarmory, Ferrothorn, Slowbro, Blissey or Snorlax and will prevent them from healing/setting up, WoW for spreading burns and taking physical hits better, Softboiled as a recovery move and Knock off for removing your opponent's item.
