I was starting to think this as well, as I've made roughly 20 rounds of headbutts in both TV and UP without seeing any. However, they don't call it a rare pokemon for nothing, right? I havent found a Pansear either (but know it exists as I've got both Pansage and Panpour).

Yes.

It got moved to Unknown place and replaced sylveon there. So same rarity as sylveon before in unknown place. Therefore sylveon got moved to Safari MS exclusive in kanto.

There's still the move tutors, but in terms of farming pokemon trainers valley is pretty lame right now.

You can go to Unknown Place without MS. Though rather than trying to find Fletchinder with that insanely low encounter rate it has, it's better to try headbutting trees in Route 2 and Route 11 for its pre-evolution Fletchling.

Check headbutt-guide for fletchling spawns. Thats more effective than pay every 6h for unknown. Just a suggestion, if u rich feel free to raise your chances with unknown.^^
