Well, if it really bugged then I am truly sorry for you. As I said, I seriously doubt a staff could give you a new Snorlax.

 

Head to:

Safari Area 3 - Kanto (At night only)

Route 12 - Kanto (Everytime)

Route 11 - Kanto (Morning and Day only)

 

Note that Snorlax is a super rare pokemon though, it might take you a while before finding one.

Snorlax can find in wild indeed, like normal pokemon. Here is some place you can find:
