I am stuck in Hoenn, i want to enter the last gym in Sootopolis City. But the police officer wont let me in.

He says :"One of the gym leaders is currently away for something important. Check back later."

 

I have been surfing and diving for hours now, and cant solve my problem.

Can anyone help me ?

I will assume that you not go in Moon yet right? So I will help you from my assume:

Go left of city and find WALLACE and STEVEN. Now find the way to route 130 - 131 to PACIFIDLOG TOWN and then saves PC in there. Go SKY PILLAR at route 131 and then continuous your story.
