Is battling other players considered pvp in regards to #13 of the PRO rules. Thank you.

Yes.

 

pvp = player vs player; a person fighting other people

 

pve = player vs environment; a player fighting AI

Just to clarify, I mean dueling other players while out in the world (right clicking on their character and pressing battle), as opposed to hitting the pvp button and going into queue. Thanks.

Yes, that's PVP too. In fact, before we have the queue PVP button, right click and select "battle" is our only way to PVP.

 

If I recall correctly, queue PVP button is for Ranked PVP (there's a ladder for it), while the right click one is called Unranked PVP (no ladder, just for fun battle).

It is PvP, intended as Player vs Player, since you're battling vs. a friend likely.

The rules do not apply in non-ranked PvP, meaning that you're allowed to use even bugged moves when battling outside of a pokemon center.
