Yes it is true that mudkip in game is both water and ground and it should be only water. This was just overlooked even tho in the update logs it says that mudkip type has been fixed, so it will be fixed sooner or later.

It should be super effective, as Mudkip is not supposed to have Ground type. Only its evolutions have the type.

 

 

The type is indeed fixed, now what they need to fix now is the type display in pokedex and pokemon summary, it should be pure water instead of water & ground.
