If it's an Egg Move then PRO did a mistake, because it's a level-up move in official games. Learned at lv1.

Just saying if its not in relearner he should check Egg moves. Haven't had much experience with binacle. Plus having help from Discord, so not fully my answer. :p

Edit: Apparently some are saying its glitched for some pokes, and they can't even learn it.

Yes shell smash should be available for clamperl as an example but the moveset for that pokemon hasn't been updated yet so can't learn it.
